
Health exclusion should be framed in the context of social exclusion and within the triangle that is fed on this, inequality and poverty. However, there are specific characteristics of the health field that favors this such as the existence of different networks of service provision (social insurance, public, private, third sector), the unequal allocation of human and technological resources and misinformation that users have about their rights in relation to health service providers (public or private) and health insurance. In this regard the Chair works to minimize the exclusion of disadvantaged groups in the field of visual health when it represents a fundamental human right.
